The federal poverty threshold was about $23,000 for a family of four in 2013. "Low-Income" refers to incomes below 185 percent of poverty (about $43,000). Households with incomes above this level are generally not eligible for federal and charitable food assistance programs.

Low Food Access Areas: USDA Food Access Research Atlas  (2010 data).

These refer to Low-Income/Low-Access (LILA) Census Tracts, as defined by the USDA.

Low-Income Definition: A census tract with either a poverty rate of 20 percent or more, or a median family income less than 80 percent of the statewide median family income; or a tract in a metropolitan area with a median family income less than 80 percent of the surrounding metropolitan area median family income.

Low-Access Definition: A low-income tract with at least 500 people or 33 percent of the population living more than one mile (urban areas) or more than 10 miles (rural areas) from the nearest supermarket, supercenter or large grocery store.
